well no not really how is it a ovreoractien ?? the video clearly shows a bus and a car meaning there may of been other injuries too.. so ok say they only sent like 1 ambulance and a fire engine and maybe 2 police cars right but then they relised that they where more injuries so that would mean calling for more units to respond what would you say then ??.. OMG what a poor reaction from the emergency services would you ehhh gee man what else do you want from them .
